Machine learning algorithms crunch data from IoT sensors, maintenance logs, and even external factors like climate data. The result: highly accurate forecasts of wear and tear, smarter maintenance schedules, and preventive action instead of costly repairs.

Smart mobility: cutting traffic jams and CO₂ emissions

Transportation is the “barometer” of a city’s resilience. Congestion, gridlock, and parking headaches are universal pain points. The smart mobility concept leverages technology to make urban transportation more efficient, greener, and more convenient.
How it works
An integrated system combines IoT, AI, and big data to optimize traffic flow, reduce congestion, and lessen environmental impact. Think dynamic traffic management systems, mobile platforms, and predictive algorithms. Smart traffic lights with built-in sensors adjust in real time, cutting wait times, while mobile apps give residents live updates on the best routes, public transit availability, and open parking spaces.
What it delivers
Smart mobility helps unclog roads, lowering CO₂ emissions and supporting sustainability goals. Mobile platforms with feedback features let residents flag transportation issues, so city officials can act on real community needs. Monitoring and alert systems forecast traffic on difficult routes and help prevent accidents. The result: less time wasted on the road or at the pump for citizens, and reduced infrastructure strain for municipalities.
Research spotlight
Managing urban data: privacy, openness, and accountability

According to a joint study by OECD and Bloomberg Philanthropies, cities that embrace innovative digital practices — open data, digital services, and real-time analytics — see higher levels of resident well-being, from health and environment to mobility. But as data volumes surge from IoT sensors, administrative systems, and citizen input, the pressure is on to create transparent and trustworthy models of data governance.
Different approaches
1. Centralized model: all data is stored and processed in one hub. Easy to implement, but vulnerable to security risks and single points of failure.
2. Decentralized model: data remains with the source and is shared through secure interfaces. A leading example is Estonia’s X-Road, which connects municipal and state systems while ensuring privacy and transparency.
To strengthen accountability, more cities are establishing ethical oversight boards on privacy, adopting clear data-handling policies, and introducing opt-out procedures that give residents control over their personal information.
City of the week: Tallinn — everyday public services in action

Tallinn is a model smart city, built on stable, transparent, and inclusive interaction with its residents. Estonia’s capital is one of the global leaders in e-governance, showing how technology can weave into daily life to make cities safer and more resilient.
Key features
1. Once-Only Principle: citizens never have to submit the same data twice. Information entered once is securely shared across agencies through the decentralized X-Road system.
2. Everyday digital services: from the world-famous E-Residency program that lets entrepreneurs anywhere establish and run a company fully online, to e-voting in local and national elections (available since 2005), to rapid online tax filing and more – digital has become the default.
3. Citizen voice through AvaLinn (Open the City): this app enables residents to suggest ideas, comment on projects, vote, and follow progress. Ideas appear on an interactive map and are discussed directly with architects and city planners.
Tallinn’s success underscores how digital transformation boosts efficiency, transparency, and reduces corruption – building a high level of trust between government and citizens, which is essential for ResilienceTech Cities.
