Asia is a global leader in transforming smart technologies from pilot projects into systemic instruments of urban resilience. This is a proven strategy for survival and growth in conditions of limited space, high population density, and escalating climate challenges.

Successful smart cities across Asia actively use digital twins for planning and governed open data to engage citizens. Digital transformation is embedded in every sphere of urban life as an integrated ecosystem, where data, technology, and human participation operate as a single whole.

Singapore: Digital Twin as the Foundation of Governance

In 2025, Singapore is a city where every element of infrastructure is smart from energy grids and automated waste collection to digital water resource management. The Open Digital Platform in the Punggol district collects real-time data on energy consumption, microclimate conditions, and more, while artificial intelligence helps forecast peak infrastructure loads, optimise waste collection routes, and adapt to climate change.

The country’s unique digital twin, Virtual Singapore, is a dynamic platform that integrates vast volumes of data and enables scenario modelling before implementation. For example, it can simulate how a new bridge will affect traffic flows, identify areas most vulnerable to flooding, or optimise district-level energy consumption. For a country where vertical development has reached its limits and horizontal space is virtually exhausted, such tools are mission-critical.

Seoul: Data for People

Seoul has chosen a path that combines technological capacity with a philosophy of active citizen engagement. The city uses digital twins, IoT, big data, and AI to manage transport, water supply, and emergency response. Unlike many other cities, however, Seoul does this not in isolation, but through partnership with its citizens.

The city is actively developing the Smart City Platform for Mayor, which enables strategic and operational decision-making based on integrated data from multiple sources.

The Smart Report application allows residents to report issues directly from their smartphones. Requests are automatically routed to the relevant municipal department, and citizens can track the resolution status in real time.

Singapore demonstrates the power of foresight and the ability to “test the future” through digital twins. Seoul, in turn, represents a benchmark of digital democracy, turning technology into a platform for dialogue between authorities and citizens, where every voice can be heard and contribute to shaping the urban environment. Both cities prove that only a systemic approach combining innovation, openness, and active citizen participation can create true urban resilience.

A digital ecosystem such as MISTO makes it possible to replicate similar approaches in other cities, regardless of scale.
